Over the years I have found myself travelling overseas to Ukraine, and the plane rides start on US wide-body carriers, but once I arrived in London or Warsaw, they transferred me to a much smaller plane. In some cases, like with Polish Airways, the over-head bins were too small for even the standard 22x14x9 sized bags, and I was forced to check my carry-on. Then on airlines Turkish and Lufthansa, their carry-on policies only allowed one bag and not one carry-on and one personal idea.
Again, I had to check a bag!
On one return trip I had to check my carry and do a layover in Toronto and did not have a change of clothes or toiletries. Maybe this has happened to you?
